Is it possible to run NovaLCT-Mars in the Ubuntu distribution?
No, Windows only. Tried to run in wine, no luck. You can get VirtualBox and put Windows on it, and it will work though.
NovaLCT-Mars is still actively developed and supported but lacks compatibility with Ubuntu/Linux distributions. It's available only for Windows which means that you'll have to install one of the supported versions of Windows on Ubuntu through virtualization. Simply pick VirtualBox and use the available tutorial to create a machine, then transfer the NovaLCT-Mars on that virtual machine and use it.
