Adobe Application Manager can be uninstalled only after other Adobe-related products have been uninstalled as well. Go to Start and type Programs & Features. Locate all the Adobe apps in the list and remove them. AAM can't be removed since the other Adobe apps need it to update and apply security patches. It also provides some functionality to the main programs.
Once all the Adobe apps are completely removed, finally click on Adobe Application Manager and follow its instructions to remove it.
You can also try apps like Creative Cloud Cleaner Tool to remove the app in force uninstall mode: https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
