The only version that you can download is 2.1 and the page that you have to visit the is the following one on Software Informer. Click the big green download button, and wait for the download to start.
When installing, make sure to use Run as Administrator after unpacking is done. It will give exclusive permissions to install the files and work normally. I couldn't find anything about the version 2.3.1 that you mentioned above.
