No recovered photos in the output folder.

Question

I am using this app, but the photos aren't showing up in the Output folder I selected. Does it have to finish scanning first? It says that it scanned the whole disc but is still holding on the last image and not finishing up.

You should consult the built-in manual to see how and where does the software export the recovered files. Also, this application is now discontinued, therefore I wouldn't recommend its installation or usage anymore.

Try installing something that really works, and it's also free. For example, Recuva might be a good alternative for this process. After you scan and find the images, right-click them, and select an output folder. This operation is available after it scanned the path you specified.
