Is this software on a GSA contract?
I don't think that Imaging for Windows - Professional Edition is under such contract. I've searched the web, and although the GSA contract appears on various websites, there isn't something specific to Imaging for Windows, therefore I belive they're not related and the answer to your question would be no, the software is not on a GSA contract.
