Unfortunately, the CATconfig Tool appears to be a discontinued application because I can't find a download or something that I can use to obtain the product. If you know a website that had the program, then you can contact the developers and ask for information.
They should provide a way for you to obtain the product or use a replacement, but in the current state, it appears to be discontinued.
