The problem with your CDs might be related to compatibility, although the computer features a CD/DVD-Rom drive.
Just as I predicted, the Print Shop Ensemble III you are trying to install weren't made to be compatible with the latest versions of Windows, that's why the PC refuses to install it. However, browse to the CD you have and right click the setup package. Choose Properties > Compatibility. Select a previous version of Windows (preferably Windows XP) and launch it again.
If it's still not working, then you'll have to use virtualization to install Windows XP and run the CDs into that environment.
