If you refer to software's functionality, then yes, the software is discontinued and its website is now listed as expired without any possibility to download or use it anymore, therefore I do not recommend it using or downloading from 3rd party websites since you'll end up with an unsupported application that has security issues.
Unfortunately, I couldn't find any alternative to Cosacs.NET application/SDK and its related components.
