As far as I know, Gramblr allows you to add any text you want in the text field. That's the place where you add tags on your images that you upload. It might not support tagging people, but it supports adding hashtags in the image description.
I've just installed the application and it didn't allow me to tag a person in an image, but I had the possibility to add hash tags in the image description.
