Error: "The system detected that you have no Internet connection"

This phrase "The system detected that you have no internet connection" pops up every time I try to submit something when I clearly do have a connection. What to do with this please? This is the problem why I am always late in filling. It's hard to look for PHP 1000.00 for payment of penalty. Thank you.

I recommend checking your firewall because the software is using the Internet to transmit and receive documents. If it's blocked in the firewall, then you'll receive an error about it.

Press Windows key and then type firewall if you're using the built-in Firewall or open the Internet Security application that has firewall modules built-in and add the software to the Exception list.

I encountered same problem. I turned off firewall, but did not work.
