I have upgraded to Windows 10 operating system. Is Microsoft Picture It! Photo Premium compatible with Windows 10?

No, Microsoft Picture It! is not compatible with Windows 10 because this is actually a discontinued application that is not longer supported. Secondly, you can use other applications from the same category that are updated regularly, offer additional features, better support for files and formats used nowadays and so on.

The earlier versions of Picture It are compatiable with Windows 10. I've been stuck there though. I've not been able to use my upgraded disc on 10. Very frustrating. There are better tools that I was used to using with the upgrade. Now I don't have them anymore.
