The Radio Operations Center software was hosted on a website that is now discontinued, therefore it's impossible to say if it's compatible with Windows 10 or not. The only thing left for you right now is to actually install the application and use compatibility mode.
Simply locate the installation package and then right click it followed by Properties > Compatibility. Select another version of Windows from the list, click on Run as Administrator and run the program.
