That is a service provided by the developers of Gramblr and when you activate it, the software will assign custom like by various users to the photo or content you upload. I don't think this should be used as the Instagram can block your account. Create another account and log-in on Gramblr and then use them just for testing.
There have been reports that users had their posts deleted and blocked from using hashtags anymore.
