I've looked at the 123Movies2Mobiles application and I don't find it suitable for such conversions, but there are other conversion tools available that you can use to perform this conversion and many of them already have support for the iPad.
I recommend using Handbrake to convert the Blu-ray to the iPad format: https://handbrake.fr/
The application is free and doesn't need codecs.
