Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
Additionally, you could use the built-in installer for the Fasoo DRM Client for CJ SEA application. Also, if I'm right, this application is running on a server, therefore additional steps might be required for full uninstall procedure. You should read all the Help files regarding the uninstall procedure.
