The process is relatively simple: you have to copy the installer to the new PC and start the installation. At the then of the installation, start the program and use the license information (serial key, license file, activation code) to register it full version.
The problem is that I couldn't find the 2014 version of Descon Win. There is also no dedicated website to acquire additional information. If you have the payment/purchasing details, then you can use them to contact the developers. They should provide additional information about this.
