The Tournament Coordinator application doesn't appear to be available anymore, therefore support for this doesn't appear to be available. There is a reason why the winners.dbf doesn't exist and that could be caused by:
You didn't add the winners in the software and didn't use the Save function to actually create the file.
The application wasn't launched with Administrator access, therefore it can't save the file to the default path.
Unknown errors prevent the software from saving the file. I recommend a reinstall operation.
