I am in need of information about the software in order to get it added to a license management software. Here is what the developer of the license management software is asking for. Can you help?

She is looking for information on how the software works, technical details about the software, how it's licensed, what operating systems it runs on, etc.

The software is listed on a download page at the Kansas Department of Transportation. However, the download is protected with a login form. Unfortunately, no other documents are available about the software, but that doesn't mean you can't get in contact with the developers.
