No, there is no version of FLIPZ in English. I've checked the official website of the developers and it appears there is only Chinese available. Then I used Google Search to look for something that I can use as alternative and again no results were found.
However, the software might not be available anymore, even if the official website can be accessed. I see there don't have anything on the page related to FLIPZ.
