While I didn't find anything available about this issue, I tend to believe it's just a permissions issue. If the Photo Impression Gold has its folders stored on the system drive, then you will have to launch it as Administrator each time or you can set the executable to run automatically. Right click it and go to Properties > Compatibility. You will see a lot of options on that window. Simply tick the Run as Administrator and then you will be able to access folders.
