It's possible that the Econet 3G drivers lack compatibility with this operating system. You could use the original drivers that you have, but that implies in disabling the Driver Enforcement policy.
To do this, follow the path: Start > Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Press key 7 > Restart.
After this procedure, and while you are on the desktop, connect the device and use the original driver to install it. Accept the warning then restart the PC and with a bit of luck, it should work even if it's not supported on Windows 10.
