I've just installed the application on my 64-bit Windows 10 system and I didn't encounter any issues with setting up or running it, so U.S. Cities Galore works on Windows 10.
However, the version that you can download from Software Informer is just a trial one and from what I can figure out, the application has been discontinued. This means that you won't be able to buy it and unlock its full functionality.
