From what I've seen, there are many apps indexed not published and based on what I know, everyone is free to index apps while providing links to the official websites and Play Store. For example, there is Chrome and Gmail and other apps as well, but Google didn't say it's illegal or forbidden.
However, there is a link on Android Informer that leads you to the For Developers page. You can use the contact options on the page to get in touch or send feedback to developers. I believe they'll help you this way.
