These are the supported platforms for Reader Rabbit Toddler: Windows 98, Windows XP, Windows Vista, Mac OS X. As you can see, there is nothing mentioned about Windows 10. It might run on Windows 10 with Compatibility tweaks applied to the main executable, but that isn't guaranteed that will work.
To do this, right click the executable on CD and either select Troubleshoot Compatibility or Properties > Compatibility > Windows XP.
Note: There is no other version of Reader Rabbit Toddler.
