I don't think it requires a licence, but it's impossible to test it since there is no way to download the application from the developers website. I've checked its section on a page and only a PDF file is available that contains information about XDF Viewer.
Without a possibility to test the application, you need to get in touch with the developers to find something about the licensing options.
