I have a charge for $19 on my Paypal account.

A $19 charge appeared on my Paypal account for the following:

Transaction ID: 8D864462TE013312Y
Invoice ID: Explaindio Designers Club (Commercial Rights) trial (1472462364)

Please cancel this subscription, and let me know it has been cancelled.

You will have to use the link below to learn how to request a refund for the purchase. Make sure to change your PayPal password and contact your bank because this was possibly done in a fraudulent way.
