Why can't I download Runtime Utility Center 4.7? Please, can you help me?

The utility is bundled with another application. You can't download it as a single package download. I've searched the website and found out that you have to download the PVI Development Setup package in order to have the Runtime Utility Center installed as well. Use the link below to reach the download page, then you can download the installation file.
