No, there is no French version of Cisco Packet Tracer, but you can use a custom translated language file in the application.

Download this document and change its extension to PTL: http://viacesinetacad.files.wordpress.com/2011/03/french.doc

Copy the file into the installation folder and then open Cisco Packet Tracer, go to Options and you will have the possibility to change the language to French.
