You receive that error because the server used by Ugrib is in maintenance, discontinued or your Firewall is not configured to allow communication to Internet for the application. However, this has been asked before if I recall correctly, and other users experienced the same issue, which could only mean that the software is actually discontinued.
Another problem is that not even their website is working anymore which confirms my statement that the product is discontinued.
