There are no drivers for Windows 10 on Philips website .

Indeed, I checked and it appears no drivers for Windows 10 are listed. However, you can make it work with a simple tweak. The latest drivers are for Windows 7 which means they're not signed for Windows 10, but if you disable Driver Enforcement, then you can install them.

Disable Driver Enforcement: Start > Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Press key 7 > Restart.

Once you are on the desktop, install the software from the official website and then attach the camera. Point the installer to the Program Files in the Philips directory and select the INF file if you can. Accept the warning given by Windows and continue with the installation. Reboot the PC and everything should work.
