It's not a mandatory thing for an application to support latest version of the Windows operating system. This is entirely at the choice of the developer and even if you've paid for a product, no one is forced to make it work for future versions of Windows or not.
As far as I know, this is a very old product that didn't receive any updates at all, therefore the compatibility issues you're having with the CD/software.
