You will need to use an application that searches through various places where an app might keep certain files that prevent the uninstall procedure. Therefore try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After Revo finished the uninstall procedure, reboot the PC and then start it again and look for Iris Eye Protection.
