As far as I know, almost all versions of Adobe Photoshop work on Windows 10. The trick is to use Run as Administrator, when you install them, but the Upgrade could also have an impact on the program's installation, that's why it's missing. Theoretically, you should find the software in the Windows.OLD directory on the system drive. That folder will be there for 1 month, then Windows will delete it automatically. You should find Adobe Photoshop in that folder, but if it's not there, simply reinstall the software and remember to use Run as Administrator.
Note: When installing, make sure to close all the background apps as well.
