Can't install the plugin.

I can't install Adobe Flash Player Plugin for IE on this Dell Inspiron 9400 with Windows 7 Home Premium.

You need to access the Other Versions page on the Adobe website in order to install the IE one. Secondly, before you install it, the browser and all the applications that rely on the Flash Player have to be closed. You can use Task Manager or File > Exit/Quit in those apps.
