The name of the DLL doesn't appear on any of the websites which means it belongs to the application itself. If you've installed it on a modern operating system, I recommend installing and running the software as Administrator. Certain applications require access to files that are stored in system folders. The access to those folders is granted through an Administrator user.
Try reinstalling the application, but this time use Run as Administrator.
