I cannot locate any other file on the website. Many others are listed. Toshiba's site gives version as V 2.0.3.38. Running on Windows 10 64bit. Applications load well and I have chosen 6.3.251.512 Chicony driver. Still no video can be seen. External Logitech camera on standard USB works OK with application.

I've identified the driver to be a Toshiba Integrated Webcam which means you will actually have to visit the official website of Toshiba to download the driver. Secondly, if you've identified the driver, another check is required to be sure that it's compatible with Windows 10. If you have an old, one, disable Driver Enforcement and then force-install it using manual mode.

  • Disable Driver Enforcement: go to Start > Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Press key 7 > Restart.

Install the driver's camera using Update Driver in Device manager (Start > Run > devmgmt.msc). Reboot the PC and then test it again. If it still doesn't work, then it means the driver doesn't support Windows 10 at all.
