Firstly, run the software as Administrator using right click on file and Run as Administrator. If the data doesn't appear, then you'll have to use a recovery solution. Install Recuva (download links below) and specify the exact path of Handicapper (partition and working directory). Make sure Deep Scan is enabled. If the database files have been deleted, Recuva will attempt a recovery procedure.
Once you see the file in the list, recover it to another place and copy it back to where it was previously located or use the software to load it (if it gives you this possibility).
