No, the application is not compatible with Windows 10. You can install it on the following versions of Windows (as specified in the User Guide manual): Windows XP, Vista, 7, and 8.0.
On the unofficial side, the software is working just fine. As you can see in the image below, I was able to install MicroCapture Pro on Windows 10.
On Windows 10, the driver might have to be installed using Driver Enforcement. To disable it, follow the path: Windows + C > Change PC Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Restart.
