When you removed the application, it's possible that the service wasn't fully removed due to unknown reasons. I recommend using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system, including the services.
After this process, reinstall the software and if you encounter errors, go to Start > Run > services.msc. Locate the service associated with HCLoad and stop it, then reinstall the application.
