To deactivate the application, log-in with your username and password in the administration interface then simply shut it down. To uninstall the program, use Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
Another solution is to start the computer in Safe Mode because the software won't start, then simply go to the Uninstall a program in Control Panel and remove it.
