I have tried finding the application you have mentioned, but there is no sign of it. If you have the setup page or known whereabouts regarding its official website, then I recommend you visit it. This way you can confirm if it's still in development and what are the available operating systems where you can install it.
In case you don't find anything about it, right click the setup package and choose Properties > Compatibility then select a version of Windows from the list.
