The best way to stream from PC to TV is through PLEX, but that involves in having a Smart TV with Plex available for installation. If the TV is not available, then you need a graphics card with HDMI out support. This way you can connect the TV as a second display option and watch the multimedia content without installing anything else.
In case you have a smart TV, then I also recommend using Google Chromecast. It's a device that connects to HDMI and streams multimedia content from the local PCs with Chrome installed.
