This game is a very old and it was launched with compatibility for the operating systems released in that time. Even if you manage to obtain it, it won't run on a 64bit version of Windows 8.1.
I managed to download a version and attempted a possible installation on Windows 10, but it doesn't work, then switched to Windows 8.1 and it gave the same errors.
