The mouse should be Plug and Play which means there is no need for an official driver to be installed. Try switching the ports until it's recognized properly or if you had another keyboard and replaced it with the new one without restarting, then this could be the cause to the issue.
If you plug USB devices, they should work out of the box, but sometimes a restart is required. Remove any other PS2 devices attached to PC.
