I highly doubt that such application requires extensive resources or high processing power. I believe this error is caused by the lack of Administrative permissions. However, close all the background applications and then right click the setup package for Huawei Connection Manager and choose Run as Administrator. This will give application exclusive rights and the installation will finish normally.
