The Movie Creator application is not available for public use. You can install it using the discs provided by Sony or restoring a recovery on your laptop. Indeed, that you downloaded is actually an updated package that's installed on the computers where Movie Control is also installed to apply the latest modifications and bugfixes. Contact your local Sony representative and if you qualify, they should give you a replacement for your computer.
