Dcodes code for servers

Where can I find Dcodes Java files to place on a website server? What is required: just files or an active application?

It just depends on the way the application requires those codes. In most cases, the codes are retrieved using a proprietary distribution software. But, if you just require the license files, then a simple HTTP server will do the job as well.

You can use Apache to install it on Linux, or Wamp Server to install it on Windows.
