No, you can't install the application on an iPad because it's not compatible with. I have tested the installation procedure, and it appears the software is compatible only with Windows operating systems. There is nowhere mentioned about the Windows version on the Microsoft Surface as well.
Since this depends on .NET, it's by default not available for installation on iOS since .NET can't be installed on that platform.
