Unfortunately, what you're asking is impossible, because even if Wikipedia is a free environment, everything that is submitted will be verified by moderators. You will also need an account and you add links the way you said, the user you use will be banned or removed from the privilege list of adding content. Wikipedia is a website for sharing knowledge, not download links or something related.
As for Twitter, you can post anything you want, but once again, Twitter is not used to upload stuff like apps, games, etc.
