I have tried downloading the software on my computer which uses Windows 8.1 Pro x64 as the primary operating system, but it's impossible because there is no website to acquire the software, therefore compatibility is not available. In such cases, the only thing you can do (only if you have the installation package) is apply a compatibility setting. Right click the installation package then go to Properties > Compatibility. Choose an older version of Windows from the list, tick the Run as Administrator and then launch the application.
